PennDOT Rapid Bridge Replacement

The Pennsylvania Department of Transportation (PennDOT) has one of the largest inventories of bridges in the country. It is also among the oldest inventories. In an effort to improve their bridges more quickly than the typical design-bid-build process allows, PennDOT embarked on a revolutionary path to replace many of their structurally deficient bridges in a shorter time. They released an RFP to replace 558 bridges under a single Public Private Partnership (P3) contract which would design, build, finance, and maintain these bridges for a period of 25 years. The P3 delivery system had been made an option in PA after new legislation passed in 2012.

High Molecular Weight Methacrylate (HMWM) concrete sealer is a commonly specified material for filling cracks and eliminating porosity in the surface of concrete bridge decks. While the effectiveness of this material is generally proven for these goals, there is another benefit that sometimes goes unrecognized. Some HMWM is able to improve the stiffness of a concrete deck that has suffered from cracking.

Yes, there are different types of polymer overlays, a basic understanding of the different types and where/how they can be expected to succeed can help lead to more overall success. As for the other perception, polymer overlays are not all the same, and treating them as such will not lead to a quality outcome.
